About FOINCIDE
The FOINCIDE project (Institutional and Citizen Strengthening for Local Development) is a Swedish development cooperation project in Colombia directed by the Swedish Association of Local Authorities and Regions (SALAR) through its international organization SKL International. The project seeks to strengthen local public institutions through the development of the capacities of public servants in the areas of citizen participation, inter-municipal cooperation and management practices and through delivering recommendations to the entities at the national level in charge of formulating policies and instruments for the improvement of local governments.

The partners - DNP
The FOINCIDE project will focus to a large degree on the Colombia’s Department of National Planning (Departamento Nacional de Planeación, or DNP) and the national policies for territorial management that is under its domain.
